🤖 Play Store Procedure: Creation of the application and Store listing

Guide to create and configure your Google Play application for its white-label delivery by Edusign.

This procedure is intended for new Edusign clients who want to publish their mobile application under a white-label on the Google Play Store. It should only be done once.

⚠️ Google regularly updates its developer console's aesthetics and navigation. Some steps or titles may slightly differ depending on the versions. If a step seems missing or inconsistent, check Google developer documentation and contact us via chat.


1. Creating a Google Play Console developer account

Creating a developer account for your organization is the first step of this guide. You can refer to Google’s official documentation in parallel to our complete guide.

A. Prerequisites before starting

Before starting, ensure that you have:

  • A Gmail address or a Google account:

  • Active D‑U‑N‑S® Number (issued by Dun & Bradstreet – See the procedure to obtain it)

  • A credit card to pay for registration fees.

  • The legal information of your organization (name, address, SIRET, etc.).

  • A contact email address and a business phone number.


B. Creation & configuration of the developer account for an organization

Login to Google Play Console

  1. Log in with the previously created Google account.

  2. Follow the tutorial for creating the developer account.

  3. Accept the terms of use.

Payment of registration fees

Your Google Play Console developer account registration is charged 25 USD (one-time payment) by Google. The payment is made via credit card.

Complete your organization’s information

Once logged in, go to Developer Account Settings, and fill in the following fields:

Google may request:

  • An identity document: ID card or passport,

  • Professional documents: KBIS, SIRET, etc.

👉 Follow the instructions displayed on-screen during registration.

Secure your Google account

  1. Activate Two-Factor Authentication (2FA): https://myaccount.google.com/security

  2. Add a recovery email address (highly recommended).

Invite a collaborator (developer, publisher, etc.)

Depending on your organization, you can add other users from your IT or application team.

  1. Go to Users and Permissions.

  2. Click on "Invite a user".

  3. Enter the collaborator's Gmail address.

  4. Assign a suitable role (eg. : Admin, Editor, Read Only Access).


2. Creating the application and the Store listing

A. Create a new application on Google Play Console

  1. Log in to your Google Play Console.

  2. Click on All applications then on Create application.

  3. Fill in the following fields:

    • Main Language

    • Application Title (modifiable at any time)

    • Select Application then Free

  4. Check the related boxes:

    • On the Developer Program Policy

    • On the Play App Signing (Possibly not present)

    • Under United States laws

  5. Click on Create application.

👉 You are now redirected to your application's dashboard.


B. Configure your application

From your Dashboard, in the section Configure your application > View tasks, you must validate all the following sections:

Application access

  • Click on Application access

  • Select : All features of my app are available without restriction

  • Click on Save

Ads

  • Click on Ads

  • Select : No, my application does not contain ads

  • Click on Save

Content Rating

  • Click on Content Rating then on Edit

  • Enter a generic email address (e.g. support@votreetablissement.fr)

  • Answer the questionnaire:

    • In Various: select No to all questions

    • Answer Yes to: Is the app a news or educational product?

  • Click on Save > Next > Save

Target

  • Select age groups: 16-17 and 18+

  • Click on Next then Save

News application

  • Answer No then click Save

Data securityOverview

  • Click on Next after the overview

Data collection and security

  • Does your app collect or share any of the required user data types? Yes

    • Is the user data that your app collects all encrypted? Yes

Then select the following options:

  • My app does not allow users to create an account

    • Can users log in to your app with accounts created outside the app? Yes

      • How are these accounts created? Check "By means of professional or business accounts"

Type of data:

  • Location, check:

    • Approximate position

    • Exact position

  • Photos and videos, check:

    • Photos

  • Files and documents, check "Files and documents"

  • App info and performance, check:

    • Crash logs

    • Other app performance data

  • Check "Device or other IDs"

Data use and processing

For each subsection, select the following options:

  • Personal information > Shared:

    • Name:

      • Fraud prevention, security, and compliance

    • Email address:

      • App operation

      • Fraud prevention, security, and compliance

      • Account management

    • User ID:

      • App operation

      • Fraud prevention, security, and compliance

      • Account management

    • Other info:

      • App operation

      • Fraud prevention, security, and compliance

  • Location > Approximate position and Exact position:

    • Collected and Shared

    • No, collected data is not processed transiently

    • Users can choose whether these data are collected or not

    • App operation

  • Photos and videos > Shared:

    • App operation

    • Fraud prevention, security, and compliance

    • Account management

  • Crash logs > Shared:

    • Analysis

    • Fraud prevention, security, and compliance

  • Other app performance data > Shared:

    • App operation

    • Fraud prevention, security, and compliance

  • Files and documents > Shared:

    • App operation

    • Fraud prevention, security, and compliance

  • Device or other > Shared:

    • App operation

    • Fraud prevention, security, and compliance

    • Account management

Ensure all mandatory information has been properly filled out via the "Overview" page then "Save".

Do not forget to indicate a privacy policy URL (ex. your school's contact page)

Government apps

  • Respond No > Save

Financial features

  • Respond: My app does not provide any financial functionality > Next > Save

Health

  • Respond: My app does not provide any health functionality > Save

Proceed to the next section Manage the organization and presentation of your app. Details below 👇

Select your application category

  • Click on Edit >

    • Type: Application

    • Category: Education

    • Click on Save

  • Then click on Manage tags > Search for tags:

    • Education

    • Productivity

    • Agenda

Go to the Contact information on the Play Store page section, located below the Your application category section. Fill in the following information (optional but recommended):

  • Generic service email address

  • Phone

  • Website

In the External marketing: section

  • Do not disable the external marketing option


👉 Click on Save


C. Configure the Play Store listing

Now, go to the Configure a Play Store listing section. Here, you can provide all the information (metadata) related to your application.

  • Complete:

    • Application Name (pre-filled)

    • Brief description

    • Full description

  • Upload the requested graphic assets, including the application’s icon:

    • Format: PNG (no rounded corners, non-transparent background)

    • Dimensions: 512 x 512 px

    • Size: < 1 MB

We advise a coherent icon, bearing the institution's visual identity (clear logo, readable, good inner margin, etc.)


3. Creating Google Play Store access for Edusign

🔐 Provide access to Edusign in the Google Play Console


⚙️ Step 1 – Invite Edusign into your console

Go to Settings → Users and permissions
Click on “Invite a new user”, then:

  1. Add the two addresses:

    • store@edusign.fr

    • The second email address must be requested from your Edusign contact

  2. App access

    • Select the relevant app

    • ☑️ View app information and download grouped reports (read only)

  3. Rights to assign

    Check for both accounts:

    • Applications

      • ☑️ Modify and delete draft versions

    • Releases

      • ☑️ Deploy test versions

      • ☑️ Manage channels and testers

      • ☑️ Make the app available

      • ☑️ Use Google Play app signing

    • Play Store presence

      • ☑️ Manage presence

    • Financial data: 🚫 Do not check anything

    • User comments: 🚫 Do not check anything

  4. Click "Apply" to finalize the invitation


🔧 Step 2 – Define advanced permissions (after validating the invitation)

Go to the “Account permissions” tab and verify:
